You'll need to learn a server side language to process the information. This will take quite a long time to work. Read up on PHP and MySQL
i will suggest u to use free cms since you got no programming knowledge this is the best solution for you maybe add a forum that is compatible so it can work well along. some free cms are cushycms, Typo 3, Modx CMS, Mambo and more. ill suggest mambo since is well known maybe use a bridge to either make it work with phpbb or other free forums so you will have the same login for both and better user interface!

i mean try using a free cms program like mambo-foundation.org like this site mambo download it follow instruction how to install it and it will create a website for you easy to edit even be able to install themes and change the looks.
I think its best you read some tutorials on server-side and client-side language. Try w3schools.com You need to learn more than just the basics though before trying to do a site like this

Alrighty mate. let me lay this out for you What you want is very complex. It involves many scripts and would take someone with no experience around a year to learn. Also, you are using a free hosting site which will not provide you with enough bandwidth (space) to do what you want. So here's what you will need to do: 1. Pay someone to build this. It will probably take a couple hundred $ to do this. 2. buy a domain and find a hosting company. (search google if you don't know what this is) 3. Start reading up on basic html, then css, then php, then mysql, and what ever else your web designer is using. Master these and you may have a chance of running this website. 4. If you make it this far, you need to run ad campaigns, learn SEO, and do everything else to promote you site. This will probably cost you another $100+ Then you should be on your way to having your site. Its a long and difficult road but it is possible and diffidently profitable.
