    I didn't purchase these leads,
    they were part of a program I joined,
    so it wouldn't be considered spam when I market to them?

    market them a way to market or a marketing system that is either free to join or a small one time fee that can pay in multiple ways

    this really is th best way to market anything online

    Depends how the leads were generated as to wether it would be spam or not. The recipients would have had to sign up to recieve emails from "other sources" if not then yes its spam or unsolicited email.
