It is true that people cheat all the time, but the more the number of cheaters, the lesser the honest adsense publishers will be getting. Help yourself and help others by reporting those that are going against the TOS or suspect of going against the TOS. You do not need to chase them all down Google, just report as and when you see them.
Looks like you're another one of those folks who has never bothered to sit down and actually read the Policies. You may wish to, there may be other things in there that you can't do that you think are totally fine. Might save your account to do a bit of reading.

It is not illegal, but it certainly goes against Google TOS, for those who wants to do so, you may want to help them more by clicking on the Report to Google link at the Adsense Adverts. They will certainly be banned.

You might want to actually read my post. The person I quoted was saying "Since when attracting attention to the ads is not allowed by google?" And where did I say it is allowed to use nudity for attraction?
yep his statement even made me think twice got confused.... This is not allowed as per TOS and its better for people to understand this fact as soon as possible
This thread has proved that Using tricky technique's to promote adsense is not allowed. Minor may be accepted but using porn for promoting adsense is totally against adsense Terms and Conditions
Have you noticed? It's not a normal Google ad. Normal google ads have 'ads by Google at the bottom of the ad block. Here it is 'ads by Goooooogle' at the top in a small font. I think it is a Google premium ad. So, they can do anything they wish and even choose the advertisers. So, i think it is allowed.
