Paying for a directory listing has been considered as spam only by Google; it has not been considered as spam before that.

People at Google came up with that idea because Google Directory feeds off the back of dmoz.org (free submission), while Yahoo has it own web directory (paid-for submission).

So you should ask Google to stop considering paid directories as spam because others could consider paid advertising as on-site spam.

I feel listing in Yahoo directory is very important. If you check Google's webmaster guidelines there Google only suggesting to submit website in directories like Yahoo and Dmoz.

    Hope this is helpful.

Google has never said that all paid links are bad. They have no problem with links that people buy for traffic. They have a problem with links people buy just for PR and search engine rankings.

Yahoo would never make their directory 100% free though. They want to monetize every aspect of their business.

Submitting a site to yahoo's paid directory is an exception to google's rule.
