I always go with simple design and this nearly fits the bill, as said above the red,green and black dont work and I would maybe post some of the top votes for people to look at and make it a bit more interesting. Nice idea though.
You could also have people rate individual photos and the highest ones then get paired to see who gets the highest of the two
Things to do, - Add some padding to the design at the moment the edges are squashed right up against the content - change the text from "Times New romain" to a cleaner looking typeface like "arial" - think about introducing soms subtle gradinets to overlay the existing colors youve got, to help draw the design out a bit hope this helps
