Small paragraphs, or even common article titles (Ex. RSS Feed Integration) can be enough for your page to be flagged for duplicate content. While there is no real way to gauge a site by percentage of duplicate and non-duplicate content... it is best to keep everything unique on each page, as best you can. The search engines have done a pretty good job at determining when someone is ripping content or just happens to have similar verbiage.
Yeah agreed, I once had a blog-alike website filtered just because I'm using the same title for 200++ pages.
Even if you're using a larger copyright note in each page ( inside the footer ) can make Google start "asking questions"...
