You can only be added if your directory is at PR4 and above. I don't understand why it has a PR10 section. What directory do you know that is PR10? Beats me.

these paid dirs which have PR higher than 2 have very high prices - does this worth to submit a link to my site in such PR2 and above dirs? Will it work, and how long do I have to wait till the search engines index my link?
that's the main point - you have to look over them frequently and decide when to submit your link there
Paid directories tend to stay around a while, wheras many free directories close or become paid directories themselves. With a paid directory your "permanent listing" may actually be permanent. Not every directory on their list is expensive. My directory is listed under the PR 3 directories and the review fee is as low as $1. Non Profit organizations have their review fees waived in full. The amount of time it takes to index your link can vary. It's best to be listed on the first category page for faster indexing.
Thanks for the advice - I will do the necessary things and wait to see what will happen with the submitted links and will my site have some benefit with these submissions.
