What was your website about? Are you sure it didn't contain any content that's against google TOS? Cause this happens to many webmasters from all regions. My friend from Canada also got his first application rejected. He had a popular celebrity blog, but had occasional nip slip, underskirt flash and the such on it and they rejected his application with the same letter. Make sure your site is 100% compliant.
If new entrants have to wait for 6 months to get entry into adsense, it would surely make them restless. Does google follow this rule to control the massive surge of newbies?? Of course, there is no word from google about the country specific restrictions...
This is one more rumor about adsense. Adsense won't treat partially those countries. Every where there are click fraud. The main reason for high rate of click fraud in these countries is "POPULATION". i.e. more number of people are using Internet.
All the better. If someone can't wait 6 months and work on their site meanwhile to get traffic and create more quality, original content, they shouldn't be applying. Adsense should be used for mature, established sites, not new, low quality blogs looking for a quick buck. The percentage is higher than western countries. It doesn't have anything to do with the total population. And I think the point is that people over there aren't too educated in matters of copyrights and legitimate content. I always thought that it should be more difficult to get into adsense and that Google should be more strict with screening new applicants, or else, we run the risk of seeing Google ads being associated with crappy sites. Now that they dominate the market, they can afford to demand higher quality.

I think it is not true. Google still approving accounts in India. One of my friend applied and got it.

I dont know about the ban or click fraud from India but as the owner of Adsense websites my income has definitely dropped in the last few months.
