Best CMS solution

I'm looking to build some content sites and need to find the best content management system.

I'd like a solution that has the following:
    Customizable URL Naming
    Customizable Title and Meta Tags
    Semantic Markup Functionality
    Customizable Linking Text
    Customizable HTML Tags
    Customizable Archiving Structure

What do you recommend? Are there advantages to having something built or should I go with an out of the box solution?

    Thanks!

I prefer to use Wordpress without use of commenting when going the CMS route. It can be tailored to pretty much any application fairly easily.

Wordpress with the add-ons should do the job well.

Wordpress is certainly excellent when it comes to search engine marketing and optimisation. Wordpress pages with some basic configuration such as All in one SEO plugin is sufficient to ensure pages are indexed wel on major search engine such as Google. ALthough it is blog software it is sufficient for most website needs, even for company websites. If you are looking for more advanced content maangement capabilities then I guess Joomla will be a powerful alternative. Joomla will allow for development of simple websites as well complex web applications no matter how advanced a websites requiremenst are. Leading companies accross the world are using Joomla for designing their company websites. For searche ngine marketing however some configuration and work needs to be done. But this can be achieved easily with one of the many search engine friendly components available freely for Joomla/

Another vote for WordPress. It's easy and yet very powerful with great community, thousands of extensions and very SEO friendly out of the box.

My vote is for wordpress. Google seems to give it priority over other engines, treats it like a blog (which ain't a bad thing!)

Yep wordpress is the way to go. It can be made to have all the features you desire and is very simple to start but very customisable as you develop

The problem is, there are NO good themes for Drupal :) I have spent nice high $xxx for http://medsavailable.com/ and that too because a friend partially designed it. A fully custom theme of drupal can easily cost $1200 and more.

You have heard people mention most of the major CMS solutions but the biggest question is what you are going to do with the site. That is what will determine what you are going to use. Wordpress is an excellent option in most cases but if you are trying to have content on the inside of a login so that members can view more advanced material, Joomla will be a better option.

There are other scenario where you would choose one or another but a blanket statement saying that one is better than another without knowing what you are looking to accomplish with the site won't help. Those specs that you mentioned are handled by most of the big CMS systems.

Wordpress is by far the easiest, but if you already have good CMS knowledge Joomla is slightly better (although more complicated)
