    Pay pal is not available to my country Sri Lanka actually I can't receive funds .So I want to sign up for new paypal account saying my country is india .please advice me ,will it works?I don't need to withdraw money .I want to spend money via paypal only

    Signing up for a PayPal account and saying that you are locatated in another country in which you aren't is just a good to cause nothing but trouble for your account. Don't do it.

    U have to mention your bank account number to verify your paypal account.If you dont do it,your account will get limited,then you cannot receive or send money from your paypal account.
    One way you have to do,if someone who is from any other country where paypal accepted and you trust him/her.
    Can use his/her account.
    In my country paypal is not accepted,and i am doing this alternate.

    but use vcc to varify your account..so that you can use full access..
    but use for good purpose.
    this will reduce your risk

    Paypal can track your IP and from which country you are logging in... so they will limit your account very easily. If you have any trusted relatives, etc. in India, ask them to operate your paypal account from their location.

    A number of people have their accounts limited because they use a fake address because one slip up would cause your account to be place under investigation. After a while, every account needs to be verified and you need to send in a government issued Photo ID, utility bills and possibly a credit card statement once you hit a certain point in time, either when you hit certain internal limits or what your account is randomly flagged for investigation.

    Do not risk your reputation and lie about your application.

    I agree with Eddy, please do not fraud Pay Pal by faking to be from India and using VCC, Pay Pal is quite an old hand at catching these. You will find your accounts limited and your funds frozen. If it is not allowed, do no use, simple as that. Wait till it is allowed, in the mean time, try to make do with whatever existing payment processor you can get.

    Your account will be limited once they detect your IP and u will loose your money,so better use some other services.

    it will cause trouble in future, as they also record ip address, and you may be caught in this.

    try other solutions. money bookers etc.

    also i remember they will ask some sort of verification, to verify that you are in the specific country.

    Nothing will happen until you receive a big money in your account... Once you receive $100+ they will take your money and limit your account..

    GeoIP database will detect your IP and then Paypal will flag your account. Once you get some amount your account access will be limited. So do not use any other country to sign up for paypal.
