From the post you can see that the original poster says "As far as I know" which means he or she is simply making a best guess at this. I'm sure a little effort put in over at Alexa.com could give you the real top ten blogs of all time. That being said, most of these blogs are very popular and almost certainly make for decent places to build links with an English speaking audience.
With an Alexa ranking of 1251, and a PR7 - I would definitely put that in the popular category - the site gets tons of traffic.
This same list has been circulating around for quite a while...I think it was originally from Technorati though...
Hmm nice list blogspot sir and main reason is that most of the traffic is regular basis and bloggers those look up for new content on tech and other niche .
