the best bang for your buck in the long run is to create your own list as they all say the list is in the money I am constantly building mine you can purchase email blasts to increase your opt in subscribers

If you want to keep your company's credibility, I wouldn't recommend purchasing lists unless they are from a high quality lead generating company, who guarantees their lists are double opt-in. I know of several but refuse to endorse selling email addresses. I'd recommend generating your own opt-in list. It's relatively simple, and once you get the hang of it you can apply that model to several different niche categories. Email marketing is a very effective and profitable tool when used properly. Just make sure you sign up with an email service provider who is a proper fit for the size and quality of your opt-in list. After that, buy a few quality email marketing templates (don't waste your time with crappy free stock templates, they don't work) and you'll be well on your way to email marketing success.
Yes, it's still effective when you: 1. Build your own list slowly (Double Opt In) 2. Give a good content to ad ratio... i.e. always give them something valuable to read, so they want to open your email. I maintain my own lists with my own script (JV Responder Pro) which has some built in list building features. I do buy lists, but they are opt in, and I ask for a second opt in so I personally KNOW they are double opt-in. If I send out a confirmation letter and there's no response, I don't send antyhing else.
As aforementioned, you can see a lot of success and high conversions this way if you are manually building a list. You don't necessarily have to do this through just an opt-in list, there are plenty of ways to build lists through offline marketing also. (pertinent magazines, lead gens, etc) I haven't had a lot of experience with buying them, but I definitely wouldn't unless you have a list to buy that's very relevant to your market.
