Can i use my google ads on the website which banned by adsense before?

My friend's website was banned by adsense before, and he offer me to put my adsense code on his website.

So, is this accepted by adsense or it is against the TOS?

If you are sure that it was his site that was banned, do not go for it.
If you are sure that it was his account, not his site, that was banned, go for it.
