What makes a great free web host?

I am hoping to get a list of what makes a great free web host.

Free web host without ads and popups would be cool. On the other hand, it may allow the user to monetize his website in some manner like adsense or anything else. Some other factors are bandwidth per month and storage size be higher to attract more people.

What are reasonable storage and bandwidth limits? I mean you can put up any number and just limit the cpu... so are the "limits" that important?
What about control panels?

I would love to host illegal files on my servers, forget about the lawsuits, think of all the great warez using hackers I would get as customers... the hosting fee should more than cover a legal department! wait its free.

Mentos I swear you are going for some sort of stupid post count record, rumor around the hosting forum is you are a bot... I know this isn't true, bots aren't that dumb.

Mods be considerate when you read this post and want to ban me for insulting mentos the stupid bot... some things just need to be said.

No ads or popups, PHP, MySQL support, FTP access (a lot have online browsers FTPs which suck), 100+ Mb storage, 1G bandwidth.

But you still need way to monetize it, right?

what about server quality? control panel - cpanel, directadmin, layered panel, webmin... preferences?
support... should it be ticket based or via community help forum?what other incentives, bonuses or tools?
