I know HTML..but when I design sites in Dreamweaver using layouts option , the placement is not getting right in different browsers .one thing is falling on other.I think I am making some mistake.so please tell me a good way or book for learning CSS

Yep I like http://www.w3schools.com/css also you should try and use the code view in Dreamweaver as the design view writes pretty bad code.
Ayup, and it's right here: 99.99% of what's wrong is right there. Do yourself a favor and chuck that steaming pile of CRAP known as dreamweaver in the trash, and go get a plain text editor. If dreamweaver is a professional grade tool, I'm the next mahatma.
Take a look at VTC and Lynda.com video tutorials. For example, VTC CSS2 Tutorials Tutorials Lynda.com CSS for Designers, CSS2 Essential Training, CSS Web Site Design There are also some sample videos available for free.

W3Schools is good, but the video series at SitePoint's forum is a lot better. I don't know how much they cost, maybe $30, but they will tell you everything you need to know to get started in CSS. I believe the series is called, "CSS Crash Course". They also have some good written materials as well. One of their written materials on CSS got a 9 out of 10 review on some tech review site. I can't remember what site that was, though.
Do a google with keywords "css tutor, css layout, css menu". all the site in the first page of serp are suitable for beginners. another good place is "yahoo developper network" and "yahoo user interface" , you could find it by yahoo search.
How about Youtube? I just searched for "css tutorial" and found about 97 videos. Yeah I know, they are a little blurry, but they are still a good way to learn.
There is nothing wrong with using Dreamweaver as long as you're not using use to do the code for you. It's powerful enough and has a lot of support behind it. DW is one hell of a an editor when used properly.
u should download big portal sites(like yahoo and msn, as well as the sites which r built with advance css techniques) and study out it , but u should have patience to work on it, there are lots of styles and sheets, depend on ur interests
