There are many seo freelancers available. Just Googling around for "SEO Freelancers", I came across http://www.seofreelancing.com which is number 1. He has good profile to try him out. If not go to getafreelancer. That may help too

Good PR is not that hard to get. Just make sure you have a link on a high PR pages with dofollow. (Don't have to be to many though) Make sure your link is located in the page which has good PR and NOT the domain instead. Because one domain could have several pages with several different PR rank.

If your link is placed on a PR6 page, you will expect your rank to be somewhere between PR3-PR5. This process doesn't happen overnight. It will normally happen during the next crawl cycle of Google bot. That's why you need to also placed your link on a much popular pages. Popular page will get crawled more often compare to unpopular page. You can identify a popular page, normally based on how many new backlink that particular page is making; for blog, how many comments it has and how fresh that content is. (there are few other factors though)

Try this tool at http://www.livepr.info/internal-pages-page-rank3.php. It will help you identify PR rank for every pages for any given domain. It'll help you a lot in building your backlinks.

Consider looking at a community called BUMPzee.com. There you can easily find lots of blogger that offer dofollow in few different categories. Concentrate on those and use the above mentioned site.

Alternatively you can use software like CommentKahuna and RealLinkFinder to help you with this process.

I used to get my PR3 in around 2 months; Online Business ideas & opportunities with kampung boy. I don't have that many backlinks though. But quality backlinks did help to achieve that. But after a while I don't really bother about building PR anymore. Since to me PR is only good for selling advertisement spot and if I'm looking at selling my domain in the future. At the end it's about how you make money and whether PR will help you in the making.
