How much is a PR4 site worth that generates no income?

I have been offered to buy a site that is a PR4 has only 250 pages indexed in google and has poor seo and the site design is very very basic.

The content may have some value but would need to be totally re-designed. The site generates about 200 uniques per month and has no adsense on it.

I was considering purchasing the site for the content and the domain name. I figured since it was the same niche as my site I would put links to my other site on there. I could convert the site to a CMS and probably make it much better without too much trouble. It will never have any high traffic, the niche is too small. It is even a subset on my niche.

Any thoughts on a value. I was thinking $50-$100.

pr4 is so easily attainable, its worth almost nothing in itself. 200 uniques a month equates to only about 6-7 a day, so i'd say maybe $25

How old is the site, if it's been online for a few years that would add value.

The quality of the domain would also play a significant role in this case.

it's got 250 pages of content and you guys say it's worth around $20-$25? joking right?

unless that content is from free article sites, it's going to be worth way more than that if that content is relevant to you.

also, yah, pr4 is easy to get but it still takes time... so if you can get it for $100, it'd say grab it, assuming the content's unique and relevant...

Even 100.00 seems cheap if the content is good and unique. I would ask myself how much that ad space is worth. Sounds to me like you can do great things linking to your content pages whenever the right keywords appear in those 250 pages of content. That kind of advertising is impossible to buy in most niches.
