one dump MS paint question

I have a .jpg file which is of 21kb and i want to reduce its size( in length and breadth). so i opened it in MS paint.. went to Image-->attribute and entered the reduced size and clicked ok... then i went to "save as" Here if i save it as .jpg with 256 color bitmap.. the image becomes blurred and despite that what i notice is that size of this .jpg is greater than 21 ( in spite of the fact that the current size is smaller) . Then I tried saving it with 24 bit bitmap. Now the image is ok.. not blurred... but now it is of 247k..

So can somebody help me in getting this jpg with size <= 21kb

You need some graphics software like Photoshop or Paint Shop to do this.

If you post a link to the image I am sure I/someone could reduce it for you if it's just the one image.

Search google for Gimp, thats all you need, unless you plan on getting into graphics then i suggest photoshop over anyting else, its worth the extra money. I got mine for somewere around $300 on a student discount at purdue

You can crop the image to obtain one 650 by 130 and have image remain crisp but you can not shink image to meet that criteria without the blurring you describe. An image needs to be shurnk to preserve aspect ratio.

I would recommend Macromedia Fireworks ( it neatly maintains the resolution and the image quality ...It just rocks )
