its just a search engine with adsense? I don't understand the trickyness behind this..
I'm pretty sure I could set one of these up in under an hour. Be more specific with what you are paying money 'for' please.

You may search for the application that will set this up for you.
Be sure to have a hosting company that will help to hold your hand during the process, because it sounds like you do not have any basic programming experience. Go to: (aspin.com) Good Luck!

    It won't last long...

    - no real content
    - site is solely designed for search
    - probably high CTR which will attract Google's attention

    Looks a TOS violation.

If there are links on the page then it's ok but looking at your page, even the banner isn't clickable.

It is a Adsense TOS violation:

The first site only has Google ads without content on sub-pages. Try clicking on "Soccer". You will see 2 ad panels and no content.

The second site only has a Google ad and google search and nothing else on the home page.

The third site is the same. No content. Only search.

These sites can be set-up pretty quickly and will get banned just as quickly too! :D

    TOS...
We do not permit Google ads or search boxes accessing Google search services to be published on web pages that also contain what could be considered competing ads or services.
    ...

A search engine would be considered a competing service would it not?

This had been my assumption but after re-reading the portion above I am not so sure anymore. I may ask Google because I am thinking about launching a few verticle search engines soon and was wondering which ad service I was going to use.

    Opinions?

    Agreed.

I am not 100% sure, but it also looks like the 4 top sites listed are not actually top sites but are another revenue source. It looks as if it is a ppc feed from peakclick or something like that. So to me it just looks like a search engine for displaying ads only and that is not real content all it is, is a site that is breaking Adsense's TOS.

It is totally illegal. See the download section of the first site. Only ads. no content.

I would not make a site like this and pay someone to make it. I can't understand the idea you are going after. this are just plain directories with some skins on it.
