I was taught to not go over 20 keywords (this includes phrases) in your meta keyword tag. I just add the 20 most used keywords found on my webpage.

Matt Cutts, SEO worker at Google, said this tag does not have a high value, in a recent interview.

Meta tags have never been a guaranteed way to gain a top ranking on crawler-based search engines. Today, the most valuable feature they offer the web site owner is the ability to control to some degree how their web pages are described by some search engines.

Meta keywords almost have no effect anymore, but they can't hurt, so I still try to do them well.
