    Well im considering creating a games arcade website. I already have one but its just not popular enough.

    I want to make a flash game arcade with a "marijuana flash game" theme if you know what i mean, a games about smoking weed extra

    Depends on how you promote it. With that type of content adsense seems out of the question but if you market it in the right areas and teh game is actually worth playing then sure it will work.
