    Hiiii DP,

Google demands that all paid links must be NOFOLLOW!!!

For preventing the influence of the paid links in the search result!!!!!

A site’s rank in Google search result is based on (NOT Completely) analysis of the external links!!!!

Buying and Selling Links (NOT ALL LINKS) are the violation of Google Webmaster guidelines!!!!

Can use paid links for advertising purpose NOT for getting high SEARCH RESULT!!!!!

Links for advertising must be NOFOLLOW!!!!

Google has an advice to all webmaster to report any paid link that pass PR……

They have gone to the extent of penalizing sites found to be engaging in paid links by stripping the site PR. So make sure you think twice about engaging in paid links.

The problem is people would not pay for the nofollow link for the high PR but low traffic site

    Actually, Google can "demand" nothing.

Also, "nofollow" is not required. There are other methods such as redirect scripting that Google is perfectly fine with. These scripts typically link to a page on your own site which then redirects to the target page. This technique does not pass PR to the target site, and that is G's goal, to stop the practice of selling PR.

probably everyone that buys links wants do-follow. if they want advertising from a high traffic site they will surely choose an attractive banner rather than buy a small link.

How can Google differentiate a paid dofollow link with a not paid dofollow link?

More and more people are getting paid links to get that PR juice. If the links are to be no follow, then the link sales would go down and it would have tremendous impact on those involved in unscrupulous link sales. But what google advocates is for the better development of the web.

The paid directories are only for “PAID LINKS”.

But buying and selling links that increase PR is violation of
    Google webmaster guidelines!!!!
