I agree with submitting your site to quality directories. I don't really agree with your list of top ten. There are a few you have that belong in there - in my opinion - but it is lacking many others.
When submitting I always compare the monthly traffic of the directory on http://www.compete.com/ if they have low monthly traffic then they are not worth paying for. I no longer look at PR for quality since PR has been skewed due to link buying, faking or manual handjobs by google etc. A few on the list are low traffic directories.
I look for traffic too. I even try to see if the site gets search engine hits for the category where I'll be listed.
I also use domain age tools like http://www.iwebtool.com/domain_lookup because the older the directory is, the more likely your listing will still be there years later.

If webmasters are bit more nicer to one another we wouldn't have to pay for all these directories. What's ironic is that we provide them the material for their existence and they turn around and charge us for it directly. Isn't that wonderful..
Is JoeAnt worth it, as I heard on the grapevine mainly US sites submit there, so not great for UK businesses wanting UK traffic or actual conversion. Business.com, mmmm I guess because of the domain name it might be worth the punt. The rest I wouldn't bother with for obvious reasons: Zero stickyness for most sites Low traffic Nothing special to tempt the user Doubtful ROI Low promotion by owners There really aren't many options left, and that's just by going by what has been posted around the web for the past few years. Everyone knows that directories took a dive, they know about Google penalising them, even the webmasters are now saying don't bother. Even Yell has taken a hit, you know it's all around. All the directories and decent SE's that were free for years are now all charging tons to be listed - so it's not like anyone can use them for free links. This is the way of things now, and I just think the answer isn't with directories anymore. Search services yes - directories NO
No, just 2-3 of these are very good ones which provide link juice and considerable amount of traffic. I have a few others in my list, but i tend to keep it private and would share the list when i feel that you all should really like it
These directories are too expensive. Rather go for more popular and good traffic generating directories.Two to three directories are good that are mentioned here...rest are waste of time and money .
I can't / won't comment on the above directories as to value for money, but in relation to your comment and combining EK's response where they are not promoted, what i can say for those that do, in todays times it costs a lot to build/run/staff and promote a good site these days. And in that you should expect to see some reasonable charges for these services. Yes you supply the material as you say but a good operator will in return supply, a pro site, pro service and backup, quality listing and presentation of your product and or service, adequate staffing to ensure minimum delay and back up support, proper hosting, and a high level of promotion. The net result being that the promotion done X by multiple listings would see a better ROI than if you were to go it alone. I would say some listed above fall into this category, while others are probably taking the pizzers out of your pocket. EK is ( and said it before ) 100% on the money, these low budget nickel and dime link farms are yesterdays hero's, so if people are saying they want visitors and exposure then it is hand in pocket time as no valid or good intending operator can provide a service that is expected on a shared domain, a free script, crappy template and where the owner is probably scraping every cent for their next jolly.
Also the quality aspect is an issue as well. People often talk about quality this, must have content and/or give good service - but reality is so many directories fail on all 3, they are not honouring what they shout about. When anyone pays a submit fee, they are expecting results, whether those results are ROI, Traffic, PR, Serps help, Perm backlink etc, but there's little of that anymore, and I wouldn't call hardly any directory 'quality' - for it must deliver and they aren't doing that, which is annoying. Apart from the obvious one-time fee aspect, directories offer little in ROI, and this is a continuing problem. More is needed to reach an adequate stage of promotion, and basic directory listings aren't it.
