If you already verified your one account with credit card then you can't use the same credit card to verify another paypal account. DON.
its simply says you cant add same card well even you cant add bank #s i added SBI bank to my personal and later i tried to add premiere it not taken

Your $ 1.95 will be refunded. That's just a security measure for verification purposes. Also, maybe you can buy one of those secured Visa cards (I believe it starts from $200, depends on the bank you buy it from)
YOu can add same card in two paypal accounts but not at the same time. 1. Add card in first paypal account, verify it. 2. Remove card. 3. Add card in second paypal account, verify it. 4. and so on I tried it, works 100%

Well as far as I know they allow you to have two paypal accounts. And also what you can do is verify 1 account. And delete the card off that account. And use the same card on the other and get verified. Paypal doesnt allow you to use the same card on more than 1 account simultaneously.

Do you mean that you want to upgrade your personal account to a premier account ? If the personal account is already verified, there is no need to verify the account once you upgrade it. However, if you intend to have a personal account and a premier account and operate both at the same time but by deleting the credit card from the personal and using it on the premier account, it should not be permitted but probably because of the glitch in the system that you are able to do it now. The best option is just to contact Paypal and ask them about it, maybe they currently ignored their own policies because it is very clear that they say you need difference financial information.
