    Well the fact you have been buying links yourself doesn't exactly look great to whoever looks at the report you filed. His link buying was more blatant than yours, but its still obvious you've been doing it too.

    If I was you I'd find a way to build natural links for now, and stay away from anything shady for a good while now. You definetely don't want to be filing google reports unless you are completely clean yourself.

    Try adding your site to some directories to get more links. Also look at your competition's back link profile to get some ideas of other places you might get links.

    It's not all about back links.

    Go and type your keyword in and look at the difference between the top 9 and your site. In fact, look at the difference between your site and number 1.

    I can see something right away that will help you.

    It seems that my competitor lost his page rank by buying links but that doesn't help me much as he is still above me.

    I can only hope that the ones he bought the links from lost their page rank as well...

    But in this stage I think it is about quantity and not quality....:(
