Does Google treat "é" and "e" the same?

    Good Day,
I am very new to SEO, and I have a question that may be very rudametary to some people, but I have searched for an answer and was unable to find one. So the question is, does google treat letters with accents(í,é) the same as their non-accented equivalents(i,e)?

I am working on an english site in Mexico (aka México), and was wondering what to do with regards to getting the best out SERP.

Thanks ahead of time for all your help.

I believe not. If I search on google.ca for MExico, I get results in english, including wikipedia in english, but If I search for México, the spanish version of wikipedia shows.

However, when I look at google.com results, they are almost the same, except mexico got 606 millions results, while méxico gets 616 millions results.

On bot's end, they are different characters and will be different names.

They are different - you would usually use a local Google (.es, .fr etc)

Because essentially they are the same. They are just pronounced differently.
