    As to what I understand paypal has been running some maintenance since yesterday. Thats what could be the problem.

    It's not a problem with your account. I receive the same message and i have asked some friends from different countries and they all receive the same message. It seems it's a problem with their service. I hope it will be fixed soon.

    Even i get this problem sometimes due to paypal maintainence.
    Give it some time, it will be solved.RELAX :)
