A content managament system makes it easier for you to manage websites. A CMS itself isn't good or bad for SEO, it can only make it easier for you to apply SEO techniques. A good place to start for you to understand more about CMS's is on Wikipedia.

Wordpress is a type of CMS, and that's pretty good for SEO, especially with some additional plugins. I would recommend doing any site in a CMS as it makes it easier to add content and manage all your links.

Actually like this answer. How true. Use Joomla if you can and try Drupal or hire someone to code it for you. :D

Google and the other leading Search Engines have made it clear that they are interested in web sites rich in fresh unique content. They want web sites that regularly update their information for their customers.

To excel online via the search engines you need freshly written content. To do this yourself, the simplest solution is a CMS.

No offence, but I would not try Joomla, the core is a little out of date and Joomla is definitely not the future. If you want a cms which is the new think and will dominate the market and will dominate Joomla in the future you should take a look at Drupal. Especially when Drupal 7 will be released many profs will leave the Joomla ship. And many are already migrating to Drupal. All the people who support Joomla have already used Joomla for a while and then it is no wonder that they support Joomla, but if you look independent at the csmes Drupal is the outcome.
