I need advice...

I have a list of about 25 people.

That's a minuscule amount, and it has not made me any
money yet, so I am unsure of how responsive it is.

I've sent a couple emails out to them, and have seen some
    blog activity from them.

However, I received an email from someone who wishes to
use my list for a solo email advertisement.

I do not think that ethically, I could feel satisfied with
letting her advertise on my list.

However, this has gotten me rather encouraged, and I
don't want to scare away any potential advertisers.

What is the best course of action with this type of an offer,
and this small of a list that I ahve yet to see any real action
    from?

Tell him/her to ask me later? Tell her the truth? Go ahead
with the transaction, but still tell her that my list is small?

All ethical answers are desired. I want to be morally sound,
but still increase this sort of credibility to be used for later
    residual monetary gain.

    Thanks for any help!

The truth wins out every time.

If she knows the facts going in and still wants to try, then you can sleep at night regardless of the outcome of her results.

I can't imagine anyone paying much of anything for a list of just 25, unless it's a list of 25 yacht buyers though.

    Go with the truth.
Getting a responsive list is all about where and how you acquired them and what you are sending/marketing to them.

Anytime you can get anything better than a 3% response rate is great on anything beyond just on "open rate".

    Keep building your list though!
