Paypal question.

    I was searching google when I came across this paypal page
    https://www.paypal.com/worldwide/

    There I scrolled to the bottom and found this list which says "Send Money to Anyone in the Growing PayPal Network". So what can those countries do? They can open they paypal? Can they Send and receive money?

    They can only send money, they can't withdraw nor receive money.

    You can only send money thats all if you belong to those mentioned country.
