    You should check out some forum directories. http://www.big-boards.com/ for example. Some directories allow you to sort their results by countries. I assume most forums will let you have a sig.

    No... I don't think you can assume that. Many of the bigger forums (eg. moneysavingexpert in the UK) don't allow sig links.

    www.jamroll.net is a British-based hosting forum but it's a little dead and the servers are in the USA :\

    Even though links in signature are allowed.
