You can use Bank of America's card at ATM's outside of USA. This way you have paypal linked to a US bank, no fee between bank and paypal, a small fee at ATM withdraw.

Yes, I know. But from where shell ANYONE know this "sitting outside US for paypal" if you don´t write it ;-)

(and I know you have written this "now" but this was in the post in which you asked the other member if he did even read. And because you asked if he read I posted that he couldn´t know you are a non-resident. Got me?)

Anyway, here is a solution for you. I know it´s not the cheapest but it works perfectly as US account for non-residents:

I bought accentcard back in 2006, when they used to sell it from 1BankCard.com , i heard later that they scammed people and website was closed.

Now i see them back at accentbanking.com , can someone throw light on it ?

Can i use my old accent card with them ?

People, why do you all post banks like CITI etc., these are no banks where you get a bank account as a non-resident without any problems

if being non resident you can open accounts at banks like HSBC, BoA, CIYI, Wells Fargo, all must be done through international department
