Is it the first time you withdraw money? Did you verify your bank account?
You have to verify your bank account in order to receive more than 15 euro.

I have attached reply from moneybookers
    ------------------------------------------------------------

    Thank you for contacting Moneybookers.

We would like to kindly inform you that you withdrew 800.00 INR which according to our exchange rate was 11.93 EUR. As warned in a warning message at the time you chose to withdraw your funds to your bank account in India, all of your withdrawals will be processed in EUR. Most probably your bank converted our 11.93 EUR according to their exchange rate and credited only 400.00 INR to your bank account. Your bank might have charged you their receive fee for receiving international transfers such as the withdrawal you instructed.

Please note that for transactions involving a currency conversion, we use the daily reference rates as published by the European Central Bank. However, 1.75% will be added to the interbank rate wherever there is an exchange of currency. This is not a hidden charge but a protection against the volatility and risk associated with FX markets. You should contact your bank regarding their exchange rates and fees.

We apologize for any inconveniences this problem might have caused.
