It is not Paypal scamming you, you must have given your password away, or spent it not knowing it, or you got tricked into using a phishing account. I'd say make a support ticket or call Paypal service line.
What you mean take? He either transfered it to A bank account or made payment for a purchase Either way it is traceable, get in touch with paypal

A $22 fine can occur (I believe) if you try to take funds out of your bank account without having enough funds in your bank account.
If you didnt do it then a different IP was logged and PayPal will get your money back, if you file a dispute as said above.
No big deal. Some hacker must have hacked into your Paypal account and stolen the $22 from you. Is this all the money you have in your Paypal account; if it is much more, then it is not hacker as hacker will steal ALL your money. Anyway, open a dispute with Paypal to tell them you did not authorized the spending and you will get your money back, provided the money is still in the hackers account. But if hacker has transferred the money to others, then you cannot get your money back.
hackers (or should we call crackers) r so annoying. your pc could've been implanted with a keylogger virus or something. contact paypal regarding your money, change your password, and then take time to clean up your pc. internet isn't a safe place to keep your money. bank is.
I'd recommend using a distinct password for your paypal account that you don't use ANYWHERE else. You dont want to accidentally sign up for forums, etc and use a common username/password that you use everywhere else. People can easily try the same username/password people use for forums and try to get into paypal accounts, etc.
Telling Paypal to check IP address is no use as ISP might use random IPs e.g. mine is. When I login daily, I will get a different IP address or even if I switched off my PC, then on again, it will use a different IP.
The first part of your IP is usually constant so they would just need to compare them. Also they would be able to find the general area where each IP is from. Chances are the person who stole the money isnt in your area so if it is a big difference they can investigate and decide if you get your money back.
