SEO. A wallpaper site could benefit hugely from SEO. If you want to spend that $200 in one go I suggest spending it on a service to boost your site to front page of the SERPs for a fairly competetive keyword. I'm not sure what wallpapers you have or if it is just general wallpapers but if you have a niche then try and optimise for the keywords "{your niche} wallpaper". Of course you will still have to do some manual backlink building in order to keep your site ranking high. At a guess I would say that all wallpaper sites get their traffic from SEs when someone just types in "celebrity wallpaper" or "wallpaper babe" etc etc. SEO SEO SEO!
To find wallpapers people will just use a search engine so like the others said SEO would be something to concentrate on. You could also try backlinking. Im not sure how you would go about this but it would be effective for a site like yours.
You hear of some people who spend a fortune on Adwords and dont get enough return to pay for it. In my opinion not enough people click on ads for them to be a good method of getting traffic.
Do as much Seo work yourself, see how it goes and then splash out for some other ads once you have some movement going.
I would suggest you to open many more sites with those 200$ and put link of your existing site on them. It will automatically help your site in SEO and it might just be a jackpot for you if your new sites work. WTF !?! I am a Genius !!!

True but if you have a dedicated server with 40+ ips, it will definately help. Search engines usually place new sites in the sandbox, giving it a chance to prove itself before the site is placed in the rankings. The same applies to any site that undergoes massive changes. It should be noted that new content or a few code changes will not trigger the return to the sandbox; it requires massive re-thinking in order to trigger it.
