it does not matter html or php or cgi, all are server generated.
what matters is how you use them.

dynamic/static is a different matter, but you can make static pages from html, shtml, php

I always go with static urls where possible, but often use php to make them.

You can even have static php pages show as .html if you want and your server supports it.

    in this post
    showthread.php?p=7884030#post7884030 would be dynamic
but if it was showthread7884030.php it would be static

The parts after the ? pass data to the program to show different things to the user, and the more that are after the ? the more some search engines struggle, although most can cope with just a couple of parameters.

I really don't think it matters. HTML is easier to use but PHP is more flexible and allows you to update pages more easily. Plus PHP and HTML can be used together. There are some easy to use web tutorials for both here:

its like vargrant said about dynamic and static URLs.

if your URL sends a million variables to make a dynamic URL like this:
    yoursite.com/megavariables.php?a=32432424&b=4843585&c=32743243247&d=4372347347 etc etc

Google peoples have said they would rather see this
    yoursite.com/landingpage.php

Both have their pitfalls and virtues. Its how you use them really matters. In terms of an SEO perspective, they are treated fairly equally. Consider this, almost all forums/blogs/discussion boards are made of php, so its quite obvious that they will be given the same value as html. HTML language on the other hand, is the first actual creation for the internet... so its always there!
