yes Joomla is also SEO friendly,as long as you use SEF URLs.
But if you dont use it,then forget about your position in Search engines.

And same with Wordpress also. As long as you use perfect plugins and SEF URLs,its cool in the Search Engines..

And my charge depends onw hat type of website you need to get developed.
