I have two sites each with a very low amount of visitors but both with a very high CTR. Most visitors are unique so they are not repetitive clicks. There's no fraud and Google can see that, so there's no problem.

Today my CTR jumped to 9%. Usually it's below 5% or 4%.

Any CTR is fine with Google (even 100% CTR) as far as the links are not fraudulent.
They will not ban you just because your CTR is high.

It is ok unless there is some fault from our side.

I have read (but cannot confirm) that a CTR of 40% (or more) in a day will arouse suspicion and a CTR of 20% (or more) a month will arouse suspicion.

This does not mean that your account is banned it simply means that they will go over it with a fine tooth comb; if all the IP's are unique you shouldn't have a problem.

High CTR is not a big problem as many people think

but make sure that no one trying to get you banned by just clicking your ads, Google Automatically detects fraud clicks, but you have to report them too

google not banned publisher for high ctr, but google will ban for invalid click.

so as long as you click its profit for the advertise then its ok

Don't worry, 15% is fine. If you are staying within the adsense TOS and your traffic, business model and clicks are legit, embrace yourself. Not many achieve such a high CTR.

High CTR mens the ads are well positioned and closely related to the content. Fraudulent clicks it`s a totally different business. The fraudulent clicks raise the CTR, but this doesn't mean that every high CTR is a fraudulent one...
