Google / Yahoo do not allow PPC advertising for gambling sites, so therefore you are left with free marketing methods to use or buying advertising on relevant / related websites.
From what I have read the Federal Government is going after gambling & poker advertisers and it's for this reason - Google & Yahoo won't allow you to promote them. I believe advertising for poker sites "may" be considered aiding and abetting illegal activity under the Wire Act.

The best way is to go with programs that offer multiple brands, this means that many of them are contracted and in a way are even more obligated to pay you accurately, also, you don't want something unreliable that nobody has heard of. On most of the big poker affiliate sites they advertise dozens and alot of them are sketchy. Your best bet is to find several of the best ones and go with that, in one program is easiest; so if one exhausts you can switch over to a new one.
They hope that the user will become addicted, and make another deposit. They also generate revenue from advertising so new users are important to keep them running
