Encouraging clicks for referrals

    I'm using a couple referral ads, such as "firefox with google toolbar" and another for "free guitar hero 3," I was wondering if you're allowed to encourage people to click them and sign up for them? You only get paid for conversions not clicks so I'm thinking it would be ok?
