    I found a really cool 'rate me' site that lets you vote on people's opinions.

    i would like to create a site very similar to this one, but don't know where to start. I've heard it uses a modified wordpress theme, but after searching the themes for a 'rate me' template, i've come up empty..

    Any help is appreciated. Thanks.

    unfortunately that is just a small piece of the puzzle, i'm looking for a full tutorial on programming everything from front-end to back-end, database and all.

    your ruby on rails idea has put me on the right track, but i still have a long way to go.

    You can buy books, subscribe to dedicated forums for Ruby on Rails (if this is what you want to learn), try and write some code, try again...and so on...it will take you some time...

    Othewise you can pay somebody to just build you the stuff you want...
