I Need A Wordpress Theme Coded

    I need a one page PSD design converted to a wordpress theme. Here are the requirements:

    1. Needs to look like a website and not a blog (using wp as a CMS)
    2. The ability to create a dynamic navigation bar (no hard coding the site navigation, it needs to be created in wordpress's back office).
    3. Side column widget ready (I have a few widgets I use)
    4. Must be cross browser compatible and look the same in all browsers
    5. Must be fully compliant with all coding, especially CSS
