Google had a form whereby you can alert them which web site accept paid links, I guess there is no lack of tell tales and those rival webmasters with an axe to grind :)

I think Google will let you have paid links as long as you use nofollow so you aren't manipulating SE.

I read somewhere that Google searches for phrases like "Advertise Here" and "Buy a Link" in image alt tags and text to help determine paid links. Not sure if it's true, but it makes sense because many sites are blatant about selling ad space. However, many of these same sites seem to maintain high PR so who knows.

I think Google can't automatically check what type of link, if you want to let him know, just drop them some lines.

More than three links together in the footer are considered as paid links so links in the footer have no value. So never buy links in the footer. Only links in the header have some value for PR distribution.

One of subpages of my site where sponsors are listed had PR3 and now its PR is NA, though 80% of those links are set to "nofollow". All other subpages remained PR3.
