    I've noticed that business directories usually have more listings and are less scrutinized that generial directories. Do major search engines care less about the quality of business directories compared to general directories?

    It is my opinion that gooogle is penalizing any site that earns money via advertising or reviews, so I don't think any site is exempt.

    the rule is same for all. no exception for business directories, shopping directories etc....

    Same rules apply to all directories.
    Business directories and most niche directories are not penalized because they build a resource for their users not for seo companies.
