i think you are right about that. occasionally you hear about adsense publishers getting banned for stealing videos like this site does, but not very often.
they will be banned once google find out or someone complains (copywrite holder) google is a big company and adsense have who knows how many publishers all over the world. its not reasonable to assume that google will know which ones are copywrited material and which ones are not

Eventually he will be penalized by google . First in terms of PR for copying other people stuff and then he will be banned from google adsense for violating TOS
