You may want to contact google and tell then you bought a site/domain from someone previously banned.
If you supply them evidence you are the new sole owner there shouldn't be problems.
Before any step, be sure the blog is completely within the ToS

I think they misunderstood you. I think that you didn't tell them clearly enought that you are new owner. Email them again and make shure that they will understand that you are new owner.

@PixelHut is right. I've heard somebody that his site was unbanned after selling it. Anyway, you should explain them exactly what your situation is.

They didn't understand the question. Ask them again more clearly:

    Peace,

if the site itself was not banned, then i think it should be ok to put your adsense code there. however, if the adsense account was banned, then the person owned the site did something funny and not sure how wise it is to run adsense on that site and risk your own account. you can use the adsense preview tool to see if the site itself not banned by adsense.

I suggest you contact adsense support before you put your adsense ads on that site.

Actually you can.. as long as the site is in compliance with adsense TOS. I have asked this question before.

You can.. just rectify the violations and then appeal to adsense to unban the site mentioning that you have purchased it from its old owner.
