Sites must have content, reviewing sites takes time that is mostly limited as it's only one side of the directory management, other is maintaining the directory, checking if there is still content behind the websites that are already submitted, smaller websites (i.e., minor league sports clubs that cease operations) contents have higher chances to dissapear and become parked domains (with affiliate ads, ppc ads... and no content) than 'bigger' sites, usually 'bigger' sites hold higher page rank, PR is not a factor itself, in the end statistically it may look as it is.

Your friend just goes to a directory and click submit url.
    Simple process.

Make sure he submits to right category (if he has a forum, look for forum category or sub-category).

Just set up a directory in a folder.
So you have the forum, and a link to the directory on the forum.

    How do you review sites?
I look at each site personally. If it's a junk site, you can usually tell within a few seconds of looking at the homepage. My motto is "No Porn, No Pills, No Problem"

What is the basic criteria for approval ?
Does the site provide anything of value to the visitor. I don't care if you sell affiliate products, that's fine, but is it clean, organized and maintained?

Do you see pr as a factor for approval ?
    Couldn't care less about PR

How do you have time to review each and every link submitted?
I don't get thousands a day, I just do them as they come in.

Do you pay people to review sites submitted to your directory ?
I'm not big time enough for that

How much you earn on an average per month from your directory?
Mine is new, so maybe $50 at the moment, but it pays for hosting and it's money i can put into other advertising etc.

    Hope this helps.
