    I think he's referring to this paragraph in the new Adsense TOS:

    "According to this policy, publishers must notify
    their users of the use of cookies and/or web beacons to collect data
    in the ad serving process. This change relates to advertisers' use of
    innovative products and features like Gadget Ads and other offerings
    in the future."

    You would make a new page called privacy-policy.php (html, or whatever extension you are using) and link to it from every page with adsense on it.

    Great example of a privacy policy there FanAddict - I bet the big G loves all the duplications of it around the net:p Although the policy is really for user-convenience/legal issues, not for SE's :)

    It's google adsense that is collecting data to serve ads, and they want that known.
