I like the .info domains. You need to put orginal quality content on the sites and not interlink excessively.
What if you have a hub of say 50 .infos that link to and get links back from 2 or so .coms but don't link to each other much if at all?
This part: "No Google ad may be placed on pages published specifically for the purpose of showing ads, whether or not the page content is relevant." If the sites as 4 or 5 pages with optimized domain and keyword do you think that it can be against TOS? The idea is not to link each other but have quality and unique content from different niches.
I think it has a lot to do with ratio of content to ads. I mean, if you have a page full of ads and very little content then it will look like a MFA. But if you have a good amount of content and you don't overdo the ads you should be fine.
