    Well i think that if you wish to get a link back from a .gov site , then you need to either be a government officer or be a very professional webdesigner and design a government website ( only a personal opinion many will disagree )

    As far as .edu goes , to get them free you may find few blogs with dofollow links in the comments so you can use that to get backlinks . But you can get paid .edu links very easily.

    Have you run a competitive analysis from your competitors to check on if they have edu or gov imbound.
    That might be the shortest way to get it.

    you can use the denominator

    linkdomain:competitor name.com site:.edu
    linkdomain:competitor name site:.gov

    I think you're never get link from main page .edu and .gov.

    but you can get back link from those with a blog/forum in .edu or .gov only.

    you must find the blog/forum from those and post comments for back link.

    It's possible to get some .gov links. You can use yahoo site explorer to find out if any of your competitors have any and try to get on there.

    The .edu links really aren't special. It's the site that has the juice not the extension.

    I think it's easier to get a link from a .edu site rather than from a .gov.

    One of my sites actually has a link from nasa.gov !!! Don't ask how I got that - I don't know. I think they liked a page of my site which was relevant to theirs, and gave me a link.

    The University of Alabama has blogs you can sign up for, although the PR won't be very good, just like any other site with no incoming links.

    Don't be afraid to call the schools and ask them if they will link to you. If your website is truly useful and relevant, they may do it (especially if a page of your site has a special focus on them.) Linking, like politics, is local.
